Abstract

The world is compose by many creature whether human, plants, or animals , these living things is the main important factor which made ecosystem still carry on the cycle. If one thing was be no longer in existence or fade away it cause the affect to nature on the environment. According to the effect made worldwide pay attention to create many method to protect the natural resources namely plants and animals and that was the background of Convention on International Trade in Endangered Species of Wild Fauna and Flora also knows as Cites which one of the convention that have objective for managing and restricted harm of species existence in nature from the risk of selling the wildling for international trade. The main principle in Cites will make the party have to design the measure which suitable for them to require the law followed in the convention by the way it must control and limit for import or export and protections plant varieties and animals also including the punishment for people who was violated the law. Thailand was one of the member of this convention too also promulgated the law in act level for gain the efficiency of regulation to protect wild animal and plant varieties for instance Wildlife Conservation and Protection Act, B.E. 2535 (1992), Conservation and Protection of Wild Animals Act (No.3), B.E. 2557 (2014). However Thailand continuously still found hunting wild animal from private and capitalist so it shown indicated the failure of the law enforcement.
